Special Limit Deck Officer, Master Mate

Duties and Responsibility

1. To take command of the tug and its crew.

2. To read relevant files at Base, safety and operation notices and circulars at the Base notice board and communicate the information to his crew.

3. To brief (or be briefed) at shift changeover on the working conditions of the tug and equipments.

4. To monitor the machinery performance from the bridge and to ensure that regular checks on engine room’s machinery have been carried out by the Engineer.

5. To ensure that every crew member has reported and is ready for operation or maintenance work.

6. To ensure all crew and contractors are properly attired with PPEs.

7. To assign maintenance/other work/job to crew and conduct risk assessment prior to commencement of work.

8. To be responsible for the safety of the tug and crew under all circumstances and to ensure that all repairs/defects are being attended.

9. To oversee and be in charge of bunkering procedure with compliance to bunkering checklist provided.

10.To train the crew or to ensure that they are trained to perform the various jobs.

11. To comply with all port regulations, instructions and operation schedules which are applicable to the craft.

12. To navigate the tug safely and ensure proper precautions are taken by the crew, including the posting of a lookout in the wheel house.

13. To submit written report of any accident/incident to the office within 24 hours.

14. To submit near miss written report to office as soon as possible.

15. To ensure that all equipments, instruments, life saving apparatus, fire fighting appliances and machinery are in good working condition and ensure that proper maintenance records are kept.

16. To follow instructions for the upkeep of the Deck Log Book. All entries are to be in ink and any corrections are to be cancelled and initialed. Record of LSA Equipment is to be filled and updated. All testing of LSA/FFA/Drills are to be recorded. The Logbook is to be filled in daily and signed by Master/Deck Officer.

17. To ensure that sufficient stock of consumable supplies including bunker is maintained.

18. To communicate with the operations staff at Eng Hup Operation Executive in-charge on tug or launch operations at all times and to report any breakdown, accident, loss of properties, etc. immediately to the Duty Senior Operations Assistant.

19. To carry out instructions given by Operation Officers, Pilots and appropriate SOAs, MEs (TO), Tug Supervisors and Operations Assistants.

20. To ensure correct entry of craft movements into the deck log book.

21. To maintain a high standard of discipline among the crew and relief personnel.

22. To comply with the relevant requirements stipulated in the Related Documents above.

23. To abide by the company’s Quality Policy and Quality Objectives for service level.
