Job Description

Responsibilities:

1. Business Strategy and Driving Business (Driving Business)

• Analyse market trends in marine and offshore construction (ports, harbours, coastal areas, river mouths, etc.), including public investment, port redevelopment, offshore wind and other marine energy projects, and renewal of ageing infrastructure, and formulate mid- to long-term business strategies.

• In alignment with the Civil Engineering Division’s overall policy, develop annual business plans for the marine works business (sales, profit, order intake targets, priority regions, key clients, core project types, etc.) and take full responsibility for their achievement.

• Define bidding and pricing strategies (selection of target projects, consideration of JV structures, risk and profitability assessment) and participate in final decision-making on major projects.

• Build, maintain, and strengthen relationships with key stakeholders, including government agencies, port authorities, local governments, port management entities, general contractors, and shipping and logistics companies.

• Take the lead in planning and assessing new businesses and markets related to marine works (e.g., offshore wind foundations, offshore logistics infrastructure, disaster-resilient port projects, etc.).

2. Project Management Support and Oversight

• Collaborate with each Project Manager from the planning stage of marine construction projects (review of construction methods, temporary works plans, schedule and resource plans, cost plans).

• Conduct technical and managerial reviews of important, large-scale, and complex projects, assessing feasibility, profitability, and risks, and provide guidance and advice to Project Managers.

• Hold regular reviews on progress, cost, quality, safety, and environmental performance of projects to support early identification of issues and risks and the development of countermeasures.

• Promote advanced project management that takes into account risks specific to marine construction, such as weather and sea conditions, navigational and port-use restrictions, and limitations on the operation of work vessels and temporary equipment.

• In the event of major troubles, accidents, or claims, lead root cause analysis, corrective actions, and preventive measures in cooperation with relevant departments and, when necessary, provide explanations internally and externally.

3. Operational Excellence (Operational Excellence)

• Establish KPIs for safety, quality, schedule, cost, and environment within the marine works division and promote quantitative monitoring and continuous improvement.

• In collaboration with the Safety & Quality Department, build and operate a management framework for safety specific to marine construction (prevention of falls into water, safe operation of work vessels, safety in diving operations, etc.).

• Proactively introduce new technologies such as ICT, construction automation, remote monitoring, marine surveying technologies, and BIM/CIM to improve productivity, quality, and safety in marine construction.

• Standardise and streamline business processes from estimating, bidding, construction planning, and procurement of equipment and materials (work vessels, barges, cranes, dredgers, etc.) through construction management, inspection, and handover.

• Strengthen partnerships with subcontractors, specialised marine contractors, and work vessel operators to build a stable and high-quality construction execution framework.

4. Specialised Leadership Based on Expertise (Human Resources Image and Expected Roles)

• Utilise advanced expertise and extensive experience in marine civil engineering (ports, coastal protection, dredging, offshore structures, etc.) to define technical policies, standards, and best practices for the division.

• Stay abreast of internal and external technical trends (new construction methods, materials, equipment, revisions to laws and regulations, standards, etc.) and lead their dissemination and application within the division.

• Act as an internal expert point of contact for marine construction, providing appropriate advice to Project Managers and site engineers.

• Leverage networks with academic societies, research institutions, government bodies, and engineers in other companies to promote joint research, technical exchanges, presentations, and lectures, thereby contributing to enhanced corporate presence.

5. Talent Development and Organisational Development (Learning Agility / Develops Others)

• Develop a mid- to long-term plan for development, recruitment, and assignment of personnel in the marine works division (Project Managers, site managers, marine construction engineers, safety staff, planning staff, etc.) based on a clear understanding of the talent portfolio.

• Provide young and mid-career engineers with systematic hands-on experience in marine works through site assignments, project rotations, and on-the-job training.

• Plan and promote training programs specific to marine works (technical training, safety training, laws and regulations related to ports and harbours, work vessel operations, etc.) to enhance overall expertise.

• Respect individual growth goals and career aspirations and encourage autonomous development through appropriate feedback and performance reviews.

6. Change Leadership and Learning Agility (Learning Agility / Adaptability)

• Explore and propose new business and execution models for marine works in response to environmental changes such as climate change, tighter environmental regulations, carbon neutrality, and port and harbourrestructuring.

• Take the initiative in piloting and validating digital technologies and new construction methods and horizontally deploy successful practices throughout the organisation.

• When process or organisational changes are needed, communicate closely with stakeholders and ensure that changes are firmly embedded by overcoming resistance.

7. Leadership and Organisational Management (Leadership)

• Clearly articulate and communicate the vision, goals, and values of the marine works division to members, and foster a strong sense of unity within the organisation.

• Operate goal setting, performance evaluation, and compensation processes in a fair and transparent manner within the division.

• Identify and develop next-generation leaders (Project Managers with strong expertise in marine works and future division head candidates), ensuring a continuous pipeline of successors.

• Exemplify high ethical standards, strong compliance awareness, and a safety-first mindset, and act as a role model in daily conduct.

• Promote collaboration among members with diverse backgrounds (age, gender, nationality, career paths, job types) and create a work environment with a high level of psychological safety.

Job Requirements:

1. Minimum 30 years of engineering experience with a degree in Civil Engineering recognised by the PE Board or a recognised degree in the relevant field, subject to the acceptance of the engineer.

2. At least 20 years of experience in managing marine civil engineering works, especially involvement in harbour and marine facilities projects.

3. Proven track record in the construction of

• Piling Work more than 1200mm dia and Depth more than 40m.

• Construction of a new wharf with a depth of more than 14 m and a length of more than 300 m.

• Soil Improvement Works (DCM, JGP, SMW, etc.).

• Underwater Tunneling Works (more than W=50m, L=500m) by Cut & Cover Method.

• Underwater Tunneling Works (more than W=15m, L=1,500m) by Immersed Tunnel Method.

• Completed 1 full cycle of a project as a managerial staff (e.g. Construction Manager or higher).
