RESPONSIBILITIES

The Lead Counsellor is a senior clinical role within Montfort Care Integrated Family Service (IFS), supporting the Director, IFS in ensuring quality, client-centred practice across the Family Service and Protection pillars.

Within the FAM Programme, the incumbent provides direct counselling to couples in early-risk marriages, including minor and transnational couples, as well as couples experiencing marital conflict or divorce. The role ensures that therapeutic interventions are ethical, evidence-informed, and aligned with ministry guidelines.

At the service level, the Lead Counsellor provides clinical leadership and practice oversight through:

  • Practice Standards & Compliance: Monitoring casework and counselling practices to ensure adherence to ministry requirements, professional standards, and organisational policies; supporting audits and quality assurance processes.
  • Clinical Supervision & Practice Development: Providing supervision and guidance to counsellors and social work staff; strengthening practice capabilities and promoting reflective, evidence-informed interventions.

The Lead Counsellor serves as a key clinical resource within IFS, contributing to service improvement, programme development, and the overall strengthening of professional practice standards.

Clinical Leadership & Practice Oversight

  • Provide clinical supervision to FAM counsellors and offer practice guidance across IFS where required.
  • Ensure adherence to professional, ethical, and ministry-mandated standards (e.g. SAC, SASW, SPS, MSF guidelines).
  • Conduct case consultations and reviews for complex or high-risk cases, including family violence and child protection concerns.
  • Guide intervention planning to ensure safe, effective, and evidence-informed practice.

Direct Clinical Services

  • Provide counselling for early-risk marriages (including minor and transnational couples), marital conflict, divorce, and family-related concerns.
  • Conduct risk assessments and develop appropriate intervention plans.
  • Facilitate groupwork and therapeutic programmes where relevant.
  • Maintain timely and accurate documentation in line with agency and MSF requirements.

Service Development & Quality Assurance

  • Support the development and refinement of FAM services and clinical frameworks within IFS.
  • Monitor service quality and client outcomes to ensure compliance with funding and reporting requirements.
  • Contribute to audits, reviews, and quality improvement initiatives.

Stakeholder Engagement

  • Represent the service at inter-agency platforms and case conferences.
  • Build collaborative partnerships with MSF and community stakeholders to support client care and service integration.

Team Development

  • Mentor and coach counsellors to strengthen clinical competencies.
  • Support capability building and foster a culture of reflective and ethical practice.
QUALIFICATIONS
  • At least a Graduate Diploma or Master's degree in counselling or social work.
  • A registered member with Singapore Association for Counselling or a registered social worker with Singapore Social Work Accreditation and Advisory Board;
  • Certificate in supervision for social services (intermediate)
OTHER INFORMATION

Relevant Experience

  • Minimum 10 years in the social service sector, including 5 years as a senior counsellor or social worker.
  • Minimum 5 years providing clinical supervision; and
  • Post graduate training and/or research experience would be an advantage

Competencies

  • Strong clinical assessment and intervention skills.
  • Knowledge of Singapore's social service landscape and regulatory framework.
  • Ability to manage complex, high-conflict and high-risk family cases.
  • Leadership, coaching, and team development capability.
  • Strong documentation and report-writing skills.
  • Cultural sensitivity and understanding of diverse family systems in Singapore.
