IT Business Analyst (Payment Systems / Government E-services)

We are seeking an experienced Business Analyst to support the Payment Gateway systems, ensuring operational efficiency, compliance, and continuous improvement. The role involves end-to-end business analysis with strong technical exposure to mission-critical, internet-facing government eServices.

• Salary Package: Up to $8,800 (basic) + AWS

Key Responsibilities

• Analyze business requirements, system dependencies, and operational workflows for critical systems
• Support vendor coordination, service requests, and operational issue analysis
• Assist in IM8 compliance, audits, and security remediation activities
• Monitor system performance and identify process and system improvement opportunities
• Perform requirements gathering, gap analysis, and documentation (BRD, functional specs, user stories)
• Facilitate workshops, interviews, and requirements validation sessions
• Develop process flows, use cases, and system documentation
• Support system testing, user training, change management, and deployment activities
• Analyze AWS/GCC usage for performance and cost optimization
• Collaborate with technical teams on solution design and implementation

Requirements

• Minimum 4 years of business analysis experience in government/public sector
• Good understanding of IM8 policies, audits, and compliance requirements
• Experience supporting internet-facing eServices and digital transformation initiatives
• Familiarity with AWS or GCC cloud environments
• Experience with authentication gateways (AD, Singpass/Corppass, OIDC, SOAP APIs)
• Experience with payment gateway integrations (GIRO, PayNow, banks, reconciliation jobs)
• Exposure to CI/CD tools (e.g. GitLab, Fortify on Demand)

Preferred Qualifications & Skills

• CBAP, CCBA, or equivalent certification
• Strong process modelling, documentation, and data analysis skills (Excel, SQL, BI tools)
• Good understanding of system integration and API concepts
• Strong stakeholder engagement, communication, and facilitation skills
• Able to work independently in fast-paced, mission-critical environments
• Experience working with vendors and service providers
