HR & General Affairs Executive (Recruitment, Payroll)
Job Summary
The ideal candidate will take on the role of Human Resources Executive and manage HR operations including recruitment, onboarding, payroll, and performance management for employees. The candidate is also expected to take initiatives to improve HR processes and ensure HR policy compliance with legal requirements.
Responsibilities
- Lead recruitment efforts by assessing hiring needs, screening candidates, and conducting interviews to secure qualified talent
- Manage onboarding processes including orientation, work pass administration, and personnel file updates to ensure smooth employee integration
- Administer end-of-probation procedures such as confirmation and insurance entitlements to maintain compliance and employee satisfaction
- Oversee employee welfare programs by processing insurance and benefit claims and managing leave requests to support workforce well-being
- Process payroll accurately using the Times Soft HR system to ensure timely and compliant salary disbursements
- Maintain and update employee data in HR systems and personnel files to ensure data integrity and accessibility
- Coordinate and monitor training and development programs, ensuring high participation rates and proper documentation
- Conduct exit interviews and clearance procedures to facilitate smooth employee offboarding and gather actionable feedback
- Review and update HR policies and practices to ensure compliance with Employment Act, CPF, MOM guidelines, and other legal requirements
- Standardize and streamline internal HR processes to enhance operational efficiency and service quality
- Support salary, compensation, and benefits planning by collecting and analyzing market data for benchmarking and surveys
- Address employee relations matters by managing communications, benefit program implementation, inquiries, investigations, and engagement activities to foster a motivated work environment
- Implement performance review programs aligned with organizational culture, ensuring timely completion and consistent quality of evaluations
- Perform general office administration duties including managing office supplies, equipment, and transport arrangements to support daily operations
- Liaise with external service providers, vendors, government agencies, and manage work pass applications, renewals, cancellations, and appeals to ensure regulatory compliance
- Respond to staff inquiries and requests on HR matters promptly and effectively
- Execute additional duties as assigned by the HR Manager to support overall HR function success
Required competencies and certifications
- Knowledge of Employment Act, CPF, and MOM guidelines including related government claims processes
Preferred competencies and qualifications
- Minimum 2 years of relevant working experience in HR operations
- Strong analytical, problem-solving, and time management skills demonstrated through effective task prioritization and issue resolution
- Ability to work independently with minimal supervision while maintaining a results-oriented and resourceful approach
- Resilience and meticulous attention to detail combined with initiative and willingness to engage hands-on when necessary
- Capacity to manage urgent priorities and meet deadlines, including flexibility to work beyond contractual hours when required
- Ability to perform under pressure and collaborate as a dedicated team player in a fast-paced, dynamic environment
- Strong interpersonal skills to build effective relationships across all organizational levels
